Objective: Digital literacy in any job plays an effective role in the level of professional competence. Therefore, this study was conducted with the aim of identifying the platforms, obstacles and strategies of digital literacy in order to promoting the level of professional competence of teachers.Method: This study in terms of purpose was applied and in terms of implementation method was qualitative. The current study population was university and education experts in the 2021-2022 academic years. The sample size of this research according to the principle of theoretical saturation was determined of 24 people, and these people were selected as a sample by purposive non-random sampling method. The only tool of the current research was a semi-structured interview, which whose content validity based on the opinion of experts was confirmed, and its reliability was obtained using the intra-subject agreement coefficient method 0.84. The data of this study were analyzed by open, axial and selective coding method in MAXQDA-10 software.Results: The results of open, axial and selective coding of digital literacy in order to promoting the level of professional competence of teachers showed that the said structure had 25 indicators, 8 components in 3 dimensions of platforms, obstacles and strategies. In this study, platforms were included three educational, organizational, and individual components, obstacles were included two educational and managerial components and strategies were included three managerial, organizational, and educational components. Finally, the pattern of digital literacy in order to promoting the level of professional competence of teachers was designed.Conclusion: The results of this study have practical implications for managers and officials of the education system. According to the results of this study, they can take an effective step towards promoting the level of professional competence through improving digital literacy. Therefore, the results showed that digital literacy is one of the factors that equip teachers with different skills.

Purpose: The main purpose of the research is to model the structural equations of the relationship between psychological capital and the professional competence of educational managers with the mediation of organizational culture in Damavand schools.Methodology: This research was applied in terms of purpose and structural equation modeling in terms of descriptive method. The statistical population was all the educational managers of schools in Damavand city in the academic year 2019-2020, and 240 people were selected by stratified random sampling as the sample size with the method suggested by Schumacher and Lomax (2004). The research tools of Loutans (2007) 24-question psychological capital questionnaire, Denison's (2000) 60-question organizational culture questionnaire, and Melainejad's 39-question professional qualifications questionnaire (2013) were used and their validity and reliability were retested, and Cronbach's alpha coefficients were all The components were close to or higher than 0.7. The data were analyzed with correlation coefficients, mean, standard deviation, Pearson correlation test and structural equation modeling method in SPSS-25 and AMOS-24 software.Findings: The findings showed that the direct paths of psychological capital to professional competence in educational managers and the indirect path of psychological capital to professional competence with the mediation of organizational culture were significant. Regarding the mediation of organizational culture components, organizational culture participation factor 54%, organizational culture integrity 49%, organizational culture compatibility 48%, and organizational culture mission factor, psychological capital and social capital explain a total of 46% of the variance of professional competence in educational managers. Conclusion: The findings of this research emphasize the importance of the mediating role of organizational culture in the relationship between psychological capital and the professional competence of educational managers.

purpose: The present paper aimed at Presenting the competency model of the managers of Islamic Azad University of Khorasan Razavi.Methodology: This was an applied research with mixed (qualitative-quantitative) approach. Participants of the qualitative part included the faculty members of the Islamic Azad Universities of Khorasan Razavi(10 units), out of which 15 people, selected through purposive sampling, were interviewed. Interview texts were analyzed by content analysis and Maxqda software. Statistical population of the quantitative part included all faculty members (1092 people) of the Islamic Azad Universities of Khorasan Razavi, out of which 284 were selected through random sampling. The research tool was a questionnaire formulated based on the qualitative results, which had face validity and its reliability was obtained by Cronbach’s alpha test. To analyze the data, structural-interpretive equations in MICMAC were used to prepare a conceptual model. Also, structural equations in Smart pls were used to validate the model.Findings: The results showed that the competency of heads and deputies of the Islamic Azad University can be classified into 7 components (human communication competence, perceived competence, managerial competence, professional competence, belief-value competence, personal competence, and organizational competence) and 47 indices. Moreover, the results of structural equations in Smart pls showed that the model’s variable set could predict variance of competency as 0.75. Goodness of fit of the model was 0.37, indicating its overall desirability.Conclusion: Based on the research findings, it can be concluded that in the presented model, the component of belief-value competence is a fundamental variable that affects other levels of competence, so it is important to pay attention to this competence for selecting managers of Islamic Azad University.

Purpose: The present study aimed to provide a model for predicting return on investment in training and improvement of human resources based on the components of organizational culture and professional competence. Methodology: The research method was applied in terms of purpose and (quantitative) in terms of data type. The statistical population included the mayors of Tehran, who were selected using Cochran’s formula and stratified random sampling, 315 people. Data collection was done by two methods: documentary and field (standard and researcher-made questionnaire). In the present study, in order to determine the validity of the questionnaire, apparent, content and structural validity were used, and to determine the reliability, Cronbach’s alpha and combined reliability were used, which were all confirmed. To analyze the data, structural equation modeling tests using SMAR PLS software and one-group t-test were used. Result: According to the findings of organizational culture, research and professional competence for return on investment in education and human resource creation of Tehran Municipality is effective. Purpose: This research was conducted with the aim of comparison the academic performance and mental health of gifted and normal female students.Methodology: This research in terms of purpose was applied and in terms of implementation method was causal-comparative. The research population was gifted and normal female students of Talesh Township in the academic years of 2018-19. The population of gifted female students was 104 people, which according to Krejcie and Morgan table number of 82 people were selected as a sample by simple random sampling method and accordingly, 82 normal female students who were matched with them were selected as a sample by purposive sampling method. The research tools were included the academic performance questionnaire (Pham & Taylor, 1999) and symptom checklist revised of mental disorders (Drogatis, Lipman & Covi, 1973). Data were analyzed by dependent t-test in SPSS-20 software.Findings: The findings showed that gifted and normal female students were significantly different in terms of academic performance and all five components including self-efficacy, emotional effects, planning, lack of outcome control and motivation (P<0.05). In the other words, gifted female students were better off in terms of academic performance and its components. Other findings showed that gifted and normal female students were significantly different only in terms of two components of mental health including somatization and obsessive-compulsive (P<0.05), but in terms of overall mental health and other components including interpersonal sensitivity, depression, anxiety, aggression, phobia, paranoid ideation and psychoticism were not significantly different (P>0.05). In the other words, gifted female students were worse off only in terms of the two components of somatization and obsessive-compulsive, but there was no significant difference in terms of overall mental health and other components.Conclusion: According to the results of the present study, planning is necessary to improve the academic performance of normal female students and reduce somatization and obsessive-compulsive of gifted female students.
