چکیده

هدف: هدف این پژوهش شناسایی عوامل موثر بر حکمرانی رفاه عمومی با رویکرد توسعه عدالت اجتماعی بود.
روش‌شناسی: پژوهش حاضر از نظر هدف کاربردی و از نظر شیوه اجرا کیفی بود. جامعه پژوهش خبرگان حکمرانی رفاه عمومی کل کشور در سال 1399 بودند که طبق اصل اشباع نظری تعداد 15 نفر از آنها با روش نمونه‌گیری هدفمند به‌عنوان نمونه انتخاب شدند. داده‌ها با مصاحبه نیمه‌ساختاریافته (7 سوال) جمع‌آوری و با روش کدگذاری باز، محوری و انتخابی در نرم‌افزار MAXQDA نسخه 10 تحلیل شدند.
یافته‌ها: یافته‌ها نشان داد که حکمرانی رفاه عمومی با رویکرد توسعه عدالت اجتماعی دارای 197 کد باز در 19 کد محوری و 7 کد انتخابی بود. کدهای انتخابی شامل مشارکت (با سه کد محوری مشارکت در ارائه خدمات، مشارکت نهادهای مردمی و تشکل‌ها در حکمرانی و مشارکت در سیاست‌گذاری)، پاسخگویی (با دو کد محوری پاسخگویی به نهادها و نظارت)، کارایی و اثربخشی (با سه کد محوری ارائه طرح‌های اشتغال‌زا، بازدهی بیشتر خدمات و ثبات در اقتصاد)، تصویب و حاکمیت قانون (با چهار کد محوری اتخاذ سیاست‌های صحیح، احترام دولت و مردم به قانون، حفظ امنیت و ثبات در جامعه)، مسئولیت‌پذیری (با سه کد محوری مسئولیت‌پذیری مدیران، نظارت مردم و ایجاد جو مسئولیت‌پذیری فرهنگی)، شفافیت (با دو کد محوری مبارزه با فساد و آزادی رسانه‌ها) و عدالت (با دو کد محوری ارائه خدمات برابر و اثربخش و مقابله با تبعیض‌های اجتماعی) بودند.
بحث و نتیجه‌گیری: طبق نتایج این پژوهش برای حکمرانی رفاه عمومی با رویکرد توسعه عدالت اجتماعی می‌توان کدهای شناسایی‌شده برای آن را از طریق بهبود شرایط و کارگاه‌های آموزشی ارتقاء بخشید.

Identifying the Effective Factors of Public Welfare Governance with a Social Justice Development Approach: A Qualitative Research

چکیده [English]

Purpose: The public welfare governance can improve the quality of life of people in society. As a result, the purpose of this study was identifying the effective factors of public welfare governance with a social justice development approach.
Methodology: The present study in terms of purpose was applied and in terms of implementation method was qualitative. The study population was public welfare governance experts of whole country in 2020 year, which according to the principle of theoretical saturation number of 15 people of them were selected as a sample by purposive sampling method. Data were collected through semi-structured interviews (7 questions) and analyzed by open, axial and selective coding methods in MAXQDA software version 10.
Findings: The findings showed that the public welfare governance with a social justice development approach had 197 open codes in 19 axial codes and 7 elective codes. The selective codes were included participation (with three axial codes of participation in service delivery, participation of public institutions and organizations in governance and participation in policy-making), accountability (with two axial codes of accountability to institutions and oversight), efficiency and effectiveness (with three axial codes of providing employment-generating plans, greater efficiency of services and stability in economy), enactment and rule of law (with four axial codes of adopting the right policies, government and people respect to law, maintaining security and stability in society), responsibility (with three axial codes of managerial responsibility, public oversight and creating an atmosphere of cultural responsibility), transparency (with two axial codes fight against corruption and media freedom) and justice (with two axial codes providing equal and effective services and combating with social discrimination).
Conclusion: According to the results of this study, for public welfare governance with a social justice development approach can be improved the identified codes for it by improving the conditions and educational workshops.
